一、綜合管理室職責

根據(jù)上級部門防臺抗汛及廠抗臺防汛小組要求，啟動抗臺防汛應急預案，并做好以下工作程序：

（一）臺風前

1、接到上級通知后，向各級轉(zhuǎn)達臺風信息，做好各室班組抗臺防汛值班表，安排1人在中控室配合值班。

2、根據(jù)天氣動態(tài)，提前擬好抗臺防汛通知書，及時下發(fā)到各室、班組。

3、檢查應急物品的缺失情況，及時補充、購買；并指定場所存放。

4、檢查辦公室門窗關(guān)閉是否嚴實。

5、密切關(guān)注天氣預報、及時掌握天氣動態(tài)信息。

6、收集上級抗臺防汛動態(tài)通知，及時做好上傳下達的各項工作任務(wù)。

7、收集好各室班組匯報的防臺抗汛信息，匯總中控室123信息平臺。

8、綜合室值班員每天十二點前匯總、上報抗臺防汛檢查工作與存在問題處理情況。

（二）臺風后

1、檢查道路、樹木、圍墻等廠區(qū)情況及安全保衛(wèi)情況。

2、接上級通知，通知各室部門解除抗臺防汛應急預案。

3、督促落實臺風影響后的各項整改工作。

4、匯報整改落實情況。

二、生產(chǎn)管理室職責

（一）生產(chǎn)室：

1、臺風前：

（1）下傳臺風信息，要求各班組啟動臺風應急預案。

（2）檢查各班組應急物資是否準備到位。

（3）檢查各班組是否按要求做好安全檢查。

2、臺風中

（1）每兩小時電話詢問所屬各班組運行情況。

（2）協(xié)調(diào)處理與生產(chǎn)有關(guān)的各項突發(fā)事件。

（3）抽查班組臺風應急工作執(zhí)行情況。

（4）總結(jié)值班情況，在規(guī)定時間內(nèi)報中控室抗臺防汛值班人員。

3、臺風后

（1）現(xiàn)場巡查受損情況，估價修復。

（1）密切關(guān)注廠內(nèi)泵站進水水位，根據(jù)實際情況調(diào)控各泵站水量，確保蓮前路會展前的井蓋不冒水。

（2）當班人員保持工作電話暢通，及時將各泵站、班組上報的情況告知相關(guān)管理部門，并做好突發(fā)事件的前期處理。

（3）交接班前，接班人員路上如遇狂風、暴雨不能準時到達崗位，應立即打電話給部門領(lǐng)導說明情況，交班人員應根據(jù)上級安排堅守崗位不準自行離崗。

（4）交班時，交接班人員應做到“四清”，特別是：運行設(shè)備記錄和安全生產(chǎn)情況；發(fā)現(xiàn)問題和處理情況；應急物品儲備情況；上級通知及有關(guān)注意事項。

（三）運行班職責：

1、臺風前

（1）檢查雨衣、雨鞋、鋤頭、應急燈情況。

（2）檢查進水泵房水泵狀態(tài)，檢查露天電控柜情況，有隱患及時處理。

（3）檢查高低壓室門窗是夠關(guān)閉嚴實。

（4）檢查泥棚污泥存放量，聯(lián)系運泥單位及時清運。

（5）檢查中水泵房內(nèi)臨時泵是否能正常運行。

2、臺風中

（1）當班應人員保持工作電話暢通，做好安全值班。

（2）交接班前，接班人員路上如遇狂風、暴雨不能準時到達崗位，應立即打電話給部門領(lǐng)導說明情況，交班人員應根據(jù)上級安排堅守崗位不準自行離崗。

（3）交班時，交接班人員應做到“四清”，特別是：運行設(shè)備記錄和安全生產(chǎn)情況；發(fā)現(xiàn)問題和處理情況；應急物品儲備情況；上級通知及有關(guān)注意事項。

（4）注意進水水泵運行情況，避免設(shè)備損壞。

（5）風力過大時禁止上池。

（6）注意巡檢操作間、配電室等是否有進水現(xiàn)象。

3、臺風后

（1）檢查水泵運行情況。

（2）檢查、上報轄區(qū)內(nèi)財產(chǎn)受損情況。

（3）配合生產(chǎn)管理室安排人員對受損設(shè)備進行修復。

（4）向生產(chǎn)管理室匯報受損設(shè)備修復完成情況。

（四）機電修職責：

1、臺風前

（1）雨衣、雨鞋是否夠用。

（2）檢查廠內(nèi)、各泵站臨時無電源的安全情況。

（3）檢查臨時泵狀態(tài)、水帶、電線是否充足。

（4）應急搶修工具是否準備到位。

（4）將高桿燈降至安全位置。

2、臺風中

做好值班工作，根據(jù)生產(chǎn)室要求在安全狀態(tài)下展開維修作業(yè)。

3、臺風后

（1）收集受損設(shè)備情況信息。

（2）安排人員實施受損后設(shè)備修復工作。

（3）向生產(chǎn)管理室反饋設(shè)備修復完成情況。

（五）車班職責：

1、檢查車輛狀況。

2、車輛加滿油。

三、污水管線巡查

管線單位根據(jù)上級防臺防汛領(lǐng)導小組通知后，做好如下工作：

一、臺風前

1、下傳臺風信息，啟動臺風應急預案。

2、檢查應急物資是否準備到位。

3、重點污水截流點在接到防臺防汛通知后提前安排停止截流工作：

（1）圍頭泵站停機暫停截流；

（2）金湖路枋湖東路污水截流點截流口封堵；

（3）湖邊水庫溢洪道前埔村截流點封堵，打開截流點砂包放水；

（4）黃厝村排洪溝截流點截流口封堵；

4、泵站停止抽水影響導致污水管道外溢：

（1）龍山排洪溝（呂嶺泵站停機污水流至濱北1#泵站）；

（2）白城泵站沙灘（白城泵站停機）；

5、對容易堵塞的地點巡查，及時安排疏通、垃圾清理：

（1）金尚路翠湖山莊段；

（2）金尚路海事法院段；

（3）江頭西路嶼浦路口；

（4）曾厝垵邊防派出所門口；

（5）五通泵站周邊巡查

（6）月牙堰江頭泵站

6、廠外重點巡查截流點如下：

（1）龍山排洪溝截流點。

（2）湖邊水庫溢洪溝前埔村截流點。

（3）黃厝排洪溝截流點。

（4）金湖路排洪溝吉家家截流點。

（5）金尚路林后大湖社截流點。

（6）呂嶺路忠侖公園站截流點。

（7）呂嶺路蔡塘氣源站東側(cè)排洪溝截流點。

（8）環(huán)島干道嶺兜西片區(qū)截流點。

（9）廈大東大溝截流點。

（10）廈大西大溝截流點。

7、蓮前東路會展段下雨天管內(nèi)污水溢至路面，當發(fā)生污水外溢時及時到現(xiàn)場將井蓋復位，在無法復位的井蓋前放置水碼、警示標示。

二、臺風中

1、現(xiàn)場巡查，協(xié)調(diào)處理與管線有關(guān)的各項突發(fā)事件。

2、總結(jié)值班情況，在規(guī)定時間內(nèi)報綜合室值班人員。

三、臺風后

1、現(xiàn)場巡查受損情況并上報修復工作并落實。

2、匯報受損設(shè)施、設(shè)備的修復情況。

四、泵站

（一）管線管理室：

1、臺風前：

（1）下傳臺風信息，要求各泵站啟動臺風應急預案。

（2）各泵站自查上報應急物資準備情況，要求各泵站做好安全檢查。

2、臺風中

（1）電話詢問所屬各泵站情況。

（2）協(xié)調(diào)處理與泵站有關(guān)管線的突發(fā)事件。

（3）抽查泵站臺風應急工作執(zhí)行情況，上報泵站情況。

（4）總結(jié)值班情況，在規(guī)定時間內(nèi)報中控室抗臺防汛值班員。

3、臺風后

（1）現(xiàn)場巡查受損情況并上報。

（2）匯報修復受損設(shè)施、設(shè)備的完成情況。

（二）各泵站

泵站當班人員根據(jù)廠防臺防汛應急領(lǐng)導小組的統(tǒng)一領(lǐng)導，嚴格按照所擔負的職責，認真做好相關(guān)工作。在接到防臺防汛通知后，做好以下工作：

1、臺風前

（1）檢查雨鞋情況，應急燈是否充電、完好，以備斷電時照明使用。

（2）檢查進水泵狀態(tài)，檢查露天電控柜情況，有隱患及時處理。在臺風來臨前泵站要進行自查，自查情況上報管線室及綜合室安全員（聯(lián)系方式：5909185）：①有臨時圍墻的泵站要做好加固工作，如：海濱泵站臨時圍墻。②圍墻或天花板有滲水、走廊石膏有脫落情況的提前上報，如：呂嶺泵站低配室窗戶圍墻、浦口泵站走廊石膏。③室外控制箱門、消防滅火器門、行車控制箱門等容易被臺風吹開的門要用鐵絲等加固，以防止被吹壞。④室外容易被吹落的雨棚要進行加固。

（3）關(guān)閉室內(nèi)門和窗，重點檢查高、低壓室的門、窗是否關(guān)閉嚴實。

2、臺風中

（1）泵站當班人員當班時必須手機保持暢通，做好安全值班工作。

（2）注意巡檢操作間、配電室等是否有進水現(xiàn)象。將送至泵站的沙包壘在低洼的門檻前，在沙包未送至泵站時可用拖把等吸水的物件封堵在門檻處，以防暴雨倒灌入室內(nèi)。

（3）妥善儲備廠內(nèi)發(fā)放至泵站的食品、飲用水、蠟燭等應急物品。

（4）交接班前，接班人員路上如遇狂風、暴雨無法準時到達泵站，應立即打電話給部門領(lǐng)導說明情況，交班人員應根據(jù)上級安排堅守崗位不準自行離崗。

（5）交接時，交接人員必須做到“四交清”，特別是：

①設(shè)備運行記錄和安全生產(chǎn)情況。

②發(fā)現(xiàn)的問題和處理情況。

③應急物品的儲備情況。

④上級通知及有關(guān)注意事項。

接班后即代表已認可，當班人員不得以前一班人員未講為理由推托責任。

（6）生產(chǎn)運行上根據(jù)調(diào)度室及生產(chǎn)室的調(diào)度進行調(diào)整，做好相關(guān)記錄。注意觀察集水井水位，發(fā)現(xiàn)問題及時向調(diào)度上報情況。注意進水水泵運行情況，避免設(shè)備損壞。

（7）風力過大時禁止室外操作。

3、臺風后

（1）檢查水泵等設(shè)備運行情況，發(fā)現(xiàn)問題上報調(diào)度。

防汛抗臺工作責任重大。抓好防汛抗臺工作，確保安全度汛是政府義不容辭的責任與義務(wù)。靈昆地處防汛抗臺的最前沿陣地，防汛抗臺任務(wù)重、壓力大，為扎實做好我鎮(zhèn)今年的防汛抗臺準備工作，確保防臺抗洪搶險救災工作高效有序進行，最大程度地減少人員傷亡和財產(chǎn)損失，現(xiàn)代表xx鎮(zhèn)政府作如下表態(tài)發(fā)言：

第一、強化領(lǐng)導促落實。從思想深處高度重視防汛抗臺工作，鎮(zhèn)村兩級切實加強組織領(lǐng)導，克服麻痹僥幸心理，積極落實各項準備工作，細化任務(wù)分工。落實工作責任，嚴格執(zhí)行以“一把手”負總責、鎮(zhèn)屬各科室和各村分工負責的防汛抗臺各項責任制和責任追究制，明確責任主體及工作職責與任務(wù)，規(guī)范工作程序和內(nèi)容，牢固樹立抗大洪、強大險、救大災的憂患意識，把各項工作做實、做細、做足。

項目部成立以項目經(jīng)理為組長的防汛、抗臺領(lǐng)導小組，全面負責防汛、抗臺工作，成立搶險突擊隊。出現(xiàn)暴雨、臺風險情時，領(lǐng)導小組成員和突擊隊要迅速出擊，實施搶險工作。領(lǐng)導小組組長：趙永祥副組長：鮑付
