　今年是中國-東盟友好交流年，也是中國-東盟建立對話關(guān)系 20 周年。這次峰會以“深化區(qū)域合作，實現(xiàn)共同繁榮”為主題，很有意義。我代表中國政府，對會議的召開表示熱烈祝賀，對各位嘉賓的蒞臨表示

　This year is the China-ASEAN Friendship and Exchange Year and the 20th anniversary of China-ASEAN dialogue relations. It is therefore highly relevant for the summit to take "deepen regional cooperation for common prosperity" as its theme. On behalf of the Chinese government, I wish to extend warm congratulations on the opening of the summit and sincere welcome to all the distinguished guests present.

　中國與東盟國家或山水相連，或隔海相望。自古以來，我們的祖先就共同生息、繁衍在亞洲這片熱土上。“遠親不如近鄰”。地緣這根紐帶把我們緊密聯(lián)系在一起，無論在中國，還是在東盟國家，隨處都可以看到雙方文化交流、影響、融合的印記，至今傳誦著鄭和下西洋、文萊渤泥王來華、萬隆會議這樣膾炙人口的歷史佳話。中國和東盟各國人民之間的傳統(tǒng)友誼源遠流長、歷久彌新。

　China and ASEAN countries are linked by the same mountains and rivers or face each other across the sea. Our forefathers have, since ancient times, lived and multiplied in Asia, the homeland for us all. As the Chinese saying goes, "It"s better to have a neighbor close by than a relative far away."

　Geographic proximity has brought us close to each other. One can easily find vestiges of interaction and integration of our cultures whether in China or ASEAN countries. Stories of Admiral Zheng He"s many voyages to the Western Seas, travel to China by Boni King of Brunei, and the Bandung Conference have been told from generation to generation. Indeed, the traditional friendship between the Chinese people and the people of ASEAN countries has run a long course and is poised to become even stronger.

　上世紀(jì)八、九十年代以來，隨著中國改革開放的深入推進，中國和東盟關(guān)系進入一個新的歷史時期。我們本著加強溝通、增進互信、密切合作、互利共贏的宗旨，建立了中國-東盟對話關(guān)系，開啟了雙方關(guān)系的新篇章。20 年來，雙方關(guān)系經(jīng)歷了從全面對話伙伴、睦鄰互信伙伴到戰(zhàn)略伙伴的歷史性跨越，中國-東盟全方位、寬領(lǐng)域、多層面的合作格局逐步形成。

　Since the 1980s and 90s, China-ASEAN relations have entered a new historical period with the deepening of China"s reform and opening-up. Firmly committed to closer communication, stronger mutual trust, enhanced cooperation and mutual benefit, we launched China-ASEAN

　dialogue relations and turned a new chapter in the annals of bilateral relationship. Over the past two decades, our relations have witnessed historic progress from all-round dialogue partners to partners of good-neighborliness and mutual trust, to strategic partners. A framework of all-dimensional, wide-ranging and multi-tiered China-ASEAN cooperation has gradually taken shape.

　中國真心誠意地發(fā)展同東盟的關(guān)系。作為區(qū)域外大國，中國第一個加入《東南亞友好合作條約》，第一個同東盟建立戰(zhàn)略伙伴關(guān)系，第一個與東盟建設(shè)自由貿(mào)易區(qū)，率先承諾簽署《東南亞無核武器區(qū)條約》議定書，堅定支持東盟在東亞合作中發(fā)揮主導(dǎo)作用。

　China has every sincerity in advancing its relations with ASEAN. Among big countries outside the region, China is the first to accede to the Treaty of Amity and Cooperation in Southeast Asia, the first to establish strategic partnership with ASEAN, the first to build free trade area with ASEAN, and the first to commit to signing the Protocol to the Treaty on the Southeast Asian Nuclear Weapon-Free Zone. What is more, China firmly supports ASEAN in playing the leading role in East Asian cooperation.

　中國致力于深化與東盟雙方務(wù)實合作。在雙方政府和工商界的共同努力下，20 年來雙邊貿(mào)易額年均增長 20%以上，目前已接近 3000億美元。中國成為東盟第一大貿(mào)易伙伴，東盟也成為中國的第三大貿(mào)易伙伴。我們創(chuàng)建了中國-東盟博覽會、商務(wù)與投資峰會等經(jīng)貿(mào)交流平臺，設(shè)立了中國-東盟合作基金、中國-東盟公共衛(wèi)生合作基金和中國-東盟投資合作基金，為東盟國家進行了數(shù)萬人的能力建設(shè)培訓(xùn)。中國-東盟經(jīng)貿(mào)合作正處于歷史上最活躍、最富有成效的時期。

　China is committed to deepening practical cooperation with ASEAN. Thanks to joint efforts of governments and business communities on both sides, our two-way trade has registered an average annual growth rate of more than 20% in the past two decades, reaching nearly US$300 billion a year. China has become the largest trading partner of ASEAN, and ASEAN the third largest trading partner of China. We have launched such business and trade platforms as the China-ASEAN Expo and China-ASEAN Business and Investment Summit, established the China-ASEAN Cooperation Fund, China-ASEAN Public Health Cooperation Fund and China-ASEAN Investment Cooperation Fund. China has provided training programs on capacity building for tens of thousands of people from ASEAN countries. China-ASEAN economic

　cooperation has never been more dynamic and more fruitful.

　中國始終與東盟國家同舟共濟。越是在困難和挑戰(zhàn)面前，我們越是堅定地站在一起。1997 年亞洲金融危機席卷東南亞時，中國堅持人民幣不貶值。2008 年國際金融危機最嚴(yán)峻的時期，中國出臺了一系列應(yīng)對金融危機的有力措施，促進了中國與東盟國家貿(mào)易與投資穩(wěn)定增長。我們還共同抗擊非典、禽流感、甲型 H1N1 流感等跨境傳染病，共同應(yīng)對歷史罕見的印度洋海嘯、緬甸風(fēng)災(zāi)等自然災(zāi)害。中國-東盟的友好關(guān)系經(jīng)受住了時間和困難的考驗。

　China has always stood by ASEAN countries rain or shine. The more difficult and challenging the times are, the more resolutely we have stood together. When a financial crisis swept across Southeast Asia in 1997, China refused to depreciate the RMB. At the height of the international financial crisis in 2008, China introduced a series of strong measures against the crisis and worked for steady growth of trade and investment cooperation with ASEAN countries. We have also worked together against such cross-border diseases as SARS, avian flu, and Influenza A H1N1 and such severe natural disasters as the Indian Ocean tsunami, and cyclone in Myanmar. China-ASEAN friendly relations have withstood the test of time

　and tribulations.

　實踐證明，中國和東盟既是唇齒相依、患難與共的好鄰居，又是平等互利、合作共贏的好伙伴。正如一句中國諺語講的那樣，“鄰居好，賽黃金”。我相信，只要我們始終秉持平等互信、求同存異的原則，就能超越政治、經(jīng)濟、宗教、文化等方面差異，排除一切艱難險阻，推動雙方合作不斷向前發(fā)展，實現(xiàn)共同繁榮。

　Facts have shown that China and ASEAN are both good neighbors sharing weal and woe and good partners for win-win cooperation based on equality and mutual benefit. As a popular Chinese saying goes, "Having a good neighbor is better than possessing gold". I believe that as long as we act in the spirit of equality, mutual trust and seeking common ground while shelving differences, we will rise above our political, economic, religious, cultural and other differences, overcome the difficulties and obstacles on the road to progress, and move our cooperation forward towards common prosperity.
